Louisville Turns 44 Facilities Into a 10-Year Portfolio Decision Roadmap

October 12, 2026

Louisville, Kentucky evaluated 1.2 million square feet across 44 facilities serving 39 agencies. Employee surveys, space audits and utilization analysis were combined with property-condition assessments, capital estimates, market valuations and 10-year own-versus-lease comparisons. Two consolidation scenarios identified a potential 288,648-square-foot (24%) portfolio reduction and $27.2 million in projected 10-year savings while maintaining public services.

Why it matters to strategic predesign

This is a measurable strategic predesign case. The owner established existing conditions, tested portfolio alternatives, evaluated physical and financial feasibility, sequenced actions and prepared decision-ready information for elected stakeholders before authorizing individual facility projects. Renovation, relocation, programming and disposition decisions should follow an integrated portfolio strategy.

Practical takeaway

Create a Portfolio-to-Project Authorization Matrix for every asset covering mission need and utilization, workplace requirements, physical condition and deferred maintenance, modernization costs, market value, own-versus-lease economics, consolidation potential, stakeholder effects and recommended timing. Compare at least two portfolio scenarios across 1-year, 2–3-year and 4–10-year horizons. Authorize only projects that advance the preferred portfolio roadmap.
